Of the 54-acre Town Center site, 14-acres house the public uses (City Hall; Community Library-Education Center; Cultural Center - ArtsPark) and the remaining 40-acres are slated for private development.
In December 2003, the City released Step 1 of the Request for Qualifications/Proposals (RFQ/P) for the development of the 40-acre parcel intended for private development, that solicited qualifications, development capabilities, and a description of the conceptual development approach from interested builders/developers. Ultimately, Step 1 of the RFQ/P closed with five respondents. Step 2 of the RFQ/P was released in June 2004 inviting the builders/developers selected in Step 1 to submit detailed proposals which implement the development of the private portion. The Step 2 RFQ/P closed with one responsive and responsible proposer.
On February 16, 2005, the City Commission approved the sale of the 40-acre private parcel to the joint partnership of the Rockefeller Group Development Corp/Kimco Realty (Rock-Kim Miramar). Five of the six private development blocks have received City Commission site plan approval. The groundbreaking ceremony for the private development was held on April 25, 2006.
The private development is programmed to contain approximately 150,155 square feet of retail, 51,705 square feet of office, a 26,000 square feet wellness center and 504 residential units (133 townhouses, 355 condo/apartments and 16 live/work units). These components are essential to fulfill the mixed-use Town Center vision.
The first privately developed office-retail-residential phase of the Town Center campus (Block 4B) opened in late 2008. It included 57,000 square feet of retail, 46,000 square feet of office and 17 residential units that wrap around a previously constructed 565-space structured parking garage with beautiful Mediterranean style architecture. Several tenants have since opened including 24hr Fitness, Subway Subs, and East Emerald Restaurant. Many more are soon to come.
